Richard has been practicing law in Pennsylvania since 1987. He is also an active adjunct faculty member at The Pennsylvania State University where he has taught health law and policy classes since 1991.

Richard is a graduate of the Pennsylvania State University and the Dickinson School of Law. He is a member of the bars of the U.S. Supreme Court, the U.S. Third Circuit Court of Appeals, the U.S. District Court for the Middle District of Pennsylvania, the Pennsylvania Supreme Court, and all lower courts in the Commonwealth of Pennsylvania.

Richard represents health care organizations and businesses in a variety of corporate and litigation areas. He also assists clients in the preparation of estate documents, in family law matters, and small business formation and operation.

He was formerly Director of Legal Services for the Pinnacle Health System after which he founded Seneca Law in 2005. Richard previously served as The City of Harrisburg’s first press secretary. He was also a television anchorman for WHTM-TV and WHP-TV in Harrisburg.

Richard currently serves as the Republican Committee Man for Fairview Township’s 3rd District and is a member of the Executive Committee of the York County Republican Committee.

Rich has been with Seneca Law since he was a sophomore in high school. He is now licensed to practice law in Pennsylvania and focuses primarily on Seneca Law’s general practice areas of family law, business law, employment law, civil litigation, and estate planning. Rich is a magna cum laude graduate of the Widener University School of Law in Harrisburg. While in law school, Rich served as a Lieutenant Governor for the American Bar Association’s Law Student Division. Rich is also a graduate of The Pennsylvania State University from which he holds a degree in public policy and he is a recipient of Penn State’s Kenneth W. Masters Award in Public Policy. He is a member of the bars of the U.S. District Court for the Middle District of Pennsylvania, the Pennsylvania Supreme Court, and all lower courts in the Commonwealth of Pennsylvania. Rich is a Civil War buff and enjoys country music, traveling, and Philadelphia sports.
